Mr. Looper has in-depth understanding of the energy supply chain arising from his work on numerous energy projects in the lower 48 United States, Alaska, Hawaii, the United Kingdom, Mexico, and Venezuela. His work focuses primarily on midstream, LNG and upstream energy industry project development activities, including divestitures, mergers and acquisitions, asset construction and asset operations.  He has negotiated contracts for owners, operators and customers related to the purchase and sale, production, transportation, gathering, storage and processing of crude oil, gas, natural gas, LNG, NGLs and their refined products and related assets. He has also worked on various regulatory and litigation matters in connection with state and federal energy regulatory agencies.

Between business school and the end of his first year in law school, Mr. Looper worked as an energy analyst for Accenture and helped develop a business process reorganization program in Buenos Aires, Argentina. After graduating from law school, Mr. Looper clerked for the Honorable Vanessa Gilmore of the U.S. District Court for the Southern District of Texas.

  • Cook Inlet Natural Gas Storage Alaska – representation during proceedings to obtain certificate of public convenience and necessity from Regulatory Commission of Alaska (RCA) for first underground gas storage utility in Alaska
